How do we understand the times Hashem has contemplated destroying klall yisroel in conjunction with Hashem promise to Klal yisroel that he will never completely destroy them?

For example there is a midrash by Tisha B'av that the reason by the afternoon into the tenth the mourning isnt as great is becuase Klal Yisroel realized that Hashem chose to destroy the mikdash instead of the jewish people.
