when discussing diapers, you mentioned that velcro fastening ones carry no prohibition.  Would I also be able to roll a diaper like that onto itself and throw it out like that, or would that be considered permanent gluing?

  Velcro does not represent koreah so, in principle, there is no prohibition of koreah in even permanent "velcroi-ing."  However, one should be careful to see if there is any glue next to teh velcro on diapers.  If there is, then one should avoid closing up the diaper in the manner described.
