I've been watching the shiur about accentuation and about how Hebrew is a milrait language. But I usually hear Ashkenazim put the emphasis on the first syllable. For example, TI-sha b'Av instead of Ti-SHA b'Av. Is that incorrect or are there different traditions about where the accent goes?
