Is the difference between Jews and non- Jews or those with Torah and those without?

Rebbitzen Heller said that during a time of suffering we are in a situation where we have no choices.  Does that mean that the question "what should I do now?" is irrelevant?  Does "riding it out" mean doing nothing at all?  Isn't suffering a time to turn to Hashem; whether through davening or just acceptace of His decree thereby growing in our relationship to Him? Don't we make the choice of turning to Hashem or despairing or chalila turning against Hashem?
