I haven't cheched the DSM (the Diagnostic Standard Manual), that is, the current text on diagnosis of mental illness, but I don't think mental retardation general or Down Syndrome in particular classify as mental illness. Friends and relatives with Down Syndrome happen to be some of the sanest people I know.
