I never though about Tznius as an actualizing of both positive and negative commandments or that there was Tznius in thought, speech and action.  When Hashem created human beings, I suppose there was no need for clothes because Adam and Eve were very aware of their spiritual selves and could say no to animalistic tendences.  Today in our very physical world, we need tznius to allow these tendencies to actualize.
