Lashon Hara (evil speech)is when one speaks evil about another person, although it may be true. Motzi shem ra is slander or defamation that is false. The Torah tells us, "Lo selech rachel b'amecha." Do not go as a talebearer among your people. The prohibition of lashon hara applies whether the message is conveyed by speaking, writing, or hinting to the other person.
